03/08/26 TEN Objection
Dear Brighton & Hove City Council Licensing,
c.c Ben Williams - TEN applicant
c.c Environmental Protection, Brighton & Hove City Council
RE: TEMPORARY EVENT NOTICE (TEN) FOR THE CAMELFORD ARMS, 30 – 31 CAMELFORD STREET, BRIGHTON, EAST SUSSEX, BN2 1TQ FOR FRIDAY 31ST JULY THROUGH TO MONDAY 3RD AUGUST 2026.
NOTICE OF OBJECTION under Section 104 (2) of the Licensing Act 2003
To whom it may concern,
Notice of objection is hereby given on behalf of the Chief Officer of Police for Sussex for the above Temporary Event Notice (TEN) on the grounds that by allowing the premises to be used in accordance with the notice, all four licensing objectives are at risk of being undermined.
From reading between the text within the TEN, we believe the applicant is giving notice of the following:
Extended Hours:
Saturday 01/08/2026 from 01:00 to 03:00 (Friday in to Saturday Trading)
Sunday 02/08/2026 from 01:00 to 04:00 (Saturday in to Sunday Trading)
Sunday 02/08/2026 from 23:30 to 01:00 on Monday 03/08/2026 (Sunday in to Monday Trading)

Permit use of the side doors and remove the middle doorway conditions during all of the trading hours under the licence and this TEN. This would enable the premises to operate a doorway /window bar throughout the general trading hours and extended hours listed above.

This TEN has been submitted a year in advance to cover what will possibly be Brighton & Hove Pride Weekend. Pride is a large scale event for the city attracting many thousands of residents and tourists. It is a challenging time each year for all the emergency services and partner agencies to ensure it is a safe and enjoyable event for everyone. Due to this, extra scrutiny is taken when reviewing TENs during this particular weekend. We do wish to support businesses as we are aware of the financial challenges on the hospitality sector however, we have to have public safety at the forefront of all of our decisions.
We are fully aware that all TENs need to be considered on their own merit. With this in mind we need to be able to consider what impact a possible citywide event could have on policing the city as a whole, and how that could impact The Camelford Arms own wish to hold an event themselves under a TEN.
For 2025 there have been major changes to what was originally called the Pride Village Party (now known as the Pride Street Party). This evidences that we cannot take for granted that Pride in our city will look the same as in previous years. Planning starts early on however the bulk of this is reliant on the local authority confirming what the footprint is going to be for 2026 and the event organisers own event management plans being submitted. It would be irresponsible and a risk to the promotion of the licensing objectives for Sussex Police not to comment on a TEN application, until such plans have been seen, fully reviewed and finalised.
There is likely to be elements of this TEN we are unable to support and possibly other parts that we can, but until we know there is going to be a Pride event on that weekend, what the footprint will be and what the larger plan looks like, we are unable to consider it fully and make a decision at this point about how the TEN could impact the licensing objectives.
The Chief Officer of Sussex Police contends that by permitting this TEN there is a risk that all 4 of the licensing objectives will be undermined and so ask for the panel to consider refusing it.
Yours sincerely,

Afternoon REDACTED and all,
Re the Camelford, yes – the sticking point is the off sales.
I’ve read through most of the email trail but not all of it as I find it too difficult to read everything they put.
What I would say is the focus of their objection to ours is over 2025 being granted. They are saying they are applying like for like for what was approved in 2025.
Can I ask, what was the venue advised when the 2025 TEN was approved? As we know, this one went through as they argued that BHCC did not acknowledge their TEN being put on hold. It was not a case of our objection being invalided by yourselves. I think it would be good to remind them of this.
Additionally, on what I have been able to read:
We have reviewed the application on its own merit however, we know there is possibly (and now confirmed) a citywide event on that same weekend as theirs. So, we need to see what impact this could have on their own TEN.
They make mention of the Protection of Children from harm and that’s not valid as they can’t have children in their premises. The no children on the premises is correct however, it’s the off sales element during the extended hours we are objecting to. Once alcohol has left the premises, we don’t know who its then being given to by way of proxy sales. I had a conversation with the venue when we were looking at the TEN last year around on and off sales. They did not understand the difference at the time and its clear they still don’t.
Had the issues over last years TEN not occurred, we would have gone to a hearing.
What we are seeking is that the venue gets what they are applying for during the PSP times, outside of these they get the extended hours but adhere to the conditions set out within their licence.
In hindsight, maybe a hearing should have been held at the time as our argument about no plans would have been more straight forward.
I kindly ask that they are reminded as to why they got the TEN in 2025 with no hearing to see if they then change their stance and reconfirming that we are agreeing to 80% of what they want and it’s nothing different to what we agreed with other venues across the city in 2025.
Many Thanks

Sunday 02/08/2026 21:00 to Monday 03/08/2026 01:00
Door Conditions:
Permit use of the side doors and remove the middle doorway conditions during all of the trading hours under the licence and this TEN. This would enable the premises to operate a doorway/window bar throughout the general trading hours, and extended hours listed above.
On & Off Sales:
At all times the venue is open including during the above extended hours to permitted both on and off sales of alcohol.
What Police would be happy to agree to:
Extended Hours: Yes as above
Rear Yard: Yes as above
Door Conditions:
Permit use of the side doors and remove the middle doorway conditions during the times of the Pride Street Party only. Outside of the Street Party times, conditions regarding the doors will apply.
For awareness, the Street Party Times are:
Saturday 01st Aug 2026 – 15:00 – 23:00 / Sunday 02nd Aug 2026 – 14:00 – 21:00
On & Off Sales:
During the extended hours, retail sale of alcohol to be on sales only – so consumption only inside the venue and not on the street or take away.
What Police are looking to be refused:
Outside of the Pride Street Party times, the premises trades as per the licence conditions in relation to the main doorway used as a window bar:
20. The inner front lobby door shall be kept closed at all times other than for access and egress. The front door leading on to the pavement shall be closed (other than for access and egress) between 9pm to when the premises closes Sundays to Thursdays and 10pm to when the premises closes on Fridays and Saturdays. Both doors shall be fitted with self door closers.
22. The inner front lobby door shall be kept closed save for access and egress between 21:00 and closure of premises.
Refusal of off sales outside of their day-to-day premises licence so between:
Saturday 01/08/2026 from 01:00 to 03:00 (Friday into Saturday Trading)
Sunday 02/08/2026 from 01:00 to 04:00 (Saturday into Sunday Trading)
Sunday 02/08/2026 from 23:30 to 01:00 on Monday 03/08/2026 (Sunday into Monday Trading)
There is the question if a TEN can be modified at a hearing. It could be if this is not permitted then we would be looking at full refusal. They would then possibly have the opportunity to re submit on the grounds we can agree on.
